Responsibilities

  • To carry out tasks in accordance with the Municipality Law (No. 5393), Public Health Law (No. 1593), Misdemeanors Law (No. 5326), Labor Law (No. 4857), Public Procurement Law (No. 4734), Public Financial Management and Control Law (No. 5018), Civil Servants Law (No. 657), and other relevant legislation.

1. Public Health Services

  • To provide health services for municipal employees, their dependents, and residents who are uninsured or in need.

  • To conduct medical examinations and treatments or refer patients to higher-level healthcare institutions.

  • To perform wound care, injections, measure blood pressure, and provide first aid when needed.

  • To conduct periodic and pre-employment health checks for personnel.

  • To conduct staff carrier screenings.

  • To maintain personnel health records.

  • To monitor staff vaccination records.

  • To provide first aid and occupational health and safety training for personnel.

  • To ensure health measures at social, cultural, and sports events organized by the municipality.

  • To organize circumcision campaigns on behalf of the municipality.

  • To participate in the District Public Health Board.

  • To participate in relevant commissions and conduct inspections within their scope.

  • To provide ambulance services for bedridden, home care, or immobile citizens requiring hospital transport.

2. Funeral Services

  • To send a doctor to deceased citizens’ homes for death certification and perform the post-mortem examination.

  • To inform judicial authorities in cases of unnatural deaths.

  • To inform local health centers in cases of suspected contagious deaths.

  • To prepare and submit necessary death documents to the relevant Civil Registry within the required timeframe.

  • To act according to the instructions of authorized judicial or health institutions in suspicious deaths.

  • To issue transport permits for deceased citizens to be moved outside their neighborhood.

  • To provide shrouds for deceased citizens upon request.

  • To coordinate transportation of deceased citizens abroad in collaboration with the Directorate of Transportation, with mayoral approval.

  • To maintain all records and documents related to deceased citizens.

  • To provide support for equipment and supplies for funerals of poor or unclaimed citizens.

3. Condolence Services

  • To provide moral support to citizens who have lost loved ones.

  • To make condolence visits to funeral homes in accordance with local customs, providing refreshments at the expense of the directorate.

  • To supply tea, sugar, pastries, tables, chairs, tents, tea machines, heating, and lighting equipment for relatives of deceased citizens within the district upon request.

  • To perform other related tasks assigned by the directorate.

4. Administrative Affairs and Procurement

  • To prepare correspondence in line with the Regulation on Principles and Procedures for Official Correspondence and file documents according to the Standard Filing Plan.

  • To register incoming and outgoing documents.

  • To track and ensure timely response to incoming correspondence and remind responsible personnel.

  • To store documents according to the Document Coding Guide and Standard Filing Plan, respecting confidentiality levels and ensuring accessibility.

  • To establish a record and filing system in accordance with the State Archives Regulation and dispose of expired documents.

  • To provide requested copies of archived documents while considering confidentiality.

  • To track personnel attendance, prepare signature sheets, and manage leave requests including annual, maternity/paternity, death, marriage, and excuse leaves.

  • To maintain personnel health, annual leave records, and personal files in the personnel system.

  • To prepare the directorate’s budget plan.

  • To identify and carry out procurement needs according to Public Procurement Law (No. 4734) and perform advance and credit acquisitions according to Law No. 5018.

  • To perform purchases through the State Supply Office (DMO) and exceptional procurements.

  • To prepare tender files, track them, and archive according to retention periods.

  • To handle EKAP operations for tenders.

  • To manage direct procurement, advances, and credit processes.

  • To establish tender commissions and inform responsible personnel.

  • To prepare payment orders and accounting documents for tenders.

  • To arrange monthly payments for contracted works.

  • To prepare movable property transaction documents for purchased goods, ensure storage, and usage as needed.

  • To manage warehouse entries and exits.

  • To track directorate inventory.

  • To scrap and remove obsolete or unusable assets.

  • To allocate and manage the budget properly.

  • To perform other similar duties as assigned.

5. Addiction Counseling and Guidance

  • To conduct rehabilitation, social support, education, and community awareness activities regarding addiction within Keçiören Municipality.

  • To establish or oversee Municipal Addiction Rehabilitation Centers according to relevant laws and regulations.

  • To coordinate Municipal Addiction Rehabilitation Centers with public institutions, universities, and NGOs.

  • To operate or manage social projects in collaboration with public institutions, organizations, and NGOs.

  • To carry out rehabilitation services for addicted individuals.

  • To raise community awareness about addiction through conferences, posters, and media campaigns.

  • To produce projects and programs for addiction prevention.

  • To establish cooperation and protocols with Ministries, Governorship, Universities, and NGOs.

  • To provide support to families of addicted individuals.

  • To perform other related duties as assigned.

6. Municipal Physician Services

  • To provide medical examinations, treatments, and prescriptions for municipal employees and their dependents.

  • To perform EKG procedures for municipal staff when needed.

  • To perform other related duties as assigned.
