Born in 1976 in Sivas, Civil Engineer Dr. Mesut Özarslan completed his primary, secondary, and high school education in Sivas, and then received his undergraduate degree in Civil Engineering from Selçuk University in Konya. He continued his academic career at the same university and later completed his doctoral studies.

Özarslan began his bureaucratic career as the Head of the Infrastructure and Soil Survey Branch at the Housing Development Administration of Türkiye (TOKİ), advancing to higher positions over time. In 2005, following the Pakistan earthquake, he served in the earthquake zone as a Prime Ministry Coordinator on behalf of the Prime Minister.

In addition to his professional career as the Chairman of the Board of Geolimit Engineering Inc., which he founded, Özarslan has held numerous political roles, including Founding Member of the İYİ Party and Founding Provincial Chairman of Ankara for the İYİ Party. On April 8, 2019, he began working with Mr. Mansur Yavaş, who changed the fortunes of Ankara.

At the Ankara Metropolitan Municipality, he has held the following positions:

  • General Manager of ABB Belko

  • General Manager of ABB Portaş

  • Chairman of the Board of ABB Portaş

  • Chief Advisor at ABB

  • Vice President of Aski Sports

  • Vice President of Fomget Women`s Football Team

Most recently, Dr. Mesut Özarslan resigned from his existing positions, joined the Republican People`s Party (CHP), became the CHP candidate for Mayor of Keçiören, and was elected as Mayor of Keçiören in the local elections held on March 31, 2024.
