ARİF NİHAT ASYA PARKI | Keçiören Municipality

Born in Sivas in 1976, Civil Engineer Dr. Mesut Özarslan completed his primary, secondary, and high school education in Sivas, then received his bachelor’s degree from Konya Selçuk University, Department of Civil Engineering. He continued his academic career at the same university and later completed his doctoral studies. Özarslan began his bureaucratic career as the Head of the Infrastructure and Geotechnical Studies Department at the Housing Development Administration of Türkiye (TOKİ) and went on to serve in higher-level administrative positions.
