DEPARTMENT OF LIBRARIES AND MUSEUMS
Our Department was established based on the provisions of the "Regulation on Norm Staffing Principles and Standards for Municipalities and Affiliated Institutions, as well as Local Administrative Unions," published in the Official Gazette No. 26442 on 22.02.2007 in accordance with Municipal Law No. 5393, and by the decision of the Keçiören Municipal Council dated 02.05.2024 and numbered 182.
The Department of Libraries and Museums operates under the Mayor and the Deputy Mayor authorized by the Mayor, in accordance with relevant legislation.
1. Mission and Vision
1.1 Mission
The Department of Libraries and Museums;
Acts with the mission of preserving and sustaining societal values, transferring them to future generations, contributing to knowledge production in a contemporary and innovative way by fostering lifelong learning individuals. To this end, it aims to educate individuals who can think critically and solve problems, renew themselves personally and professionally, are environmentally conscious, respect differences, have historical awareness, are creative, and provide services with social responsibility awareness, sensitive to national issues, serving the public interest, and contributing to the city’s development.

Our vision is to be an effective and leading institution that provides citizens with the information resources they need accurately and quickly through effective library services, aims to preserve, sustain, and transfer the historical values of our society to future generations, and contributes to the transformation into an information society through the social, cultural, and economic opportunities we offer.
Authorities, Duties, and Responsibilities
The duties, authorities, and responsibilities of the Department of Libraries and Museums:

Opening new libraries and museums,

Organizing events and activities to promote reading habits among the public,

Supervising and managing the operations of existing libraries and museums,

Organizing celebration programs and events on special days and weeks related to departmental activities, and participating in national and international events,

Preparing books, magazines, service guides, promotional and educational written/visual materials, catalogs, brochures, albums, and other publications; organizing literacy meetings,
-
Publishing periodical and non-periodical works in accordance with the city’s cultural identity and values,
-
Supporting the preparation and publishing of books, magazines, and other resources required by other units,
-
Collaborating with official institutions or NGOs, public/private museums, and libraries on joint service projects,
-
Planning and implementing exhibitions and conducting promotional activities related to them,
-
Researching and implementing new methods and projects related to departmental activities,
-
Keeping up-to-date books, magazines, and printed publications in municipal libraries and providing citizens with a suitable environment for reading and research,
-
Supporting authors and works that reflect local culture,
-
Acquiring new works of historical, cultural, and artistic value for museums,
-
Ensuring maintenance and preservation of museum items; identifying repair, restoration, and renewal needs and executing required maintenance and renewal work,

Conducting promotional activities related to museums and museum items,
-
Ensuring that work is carried out in the areas and physical spaces within the scope of duties and responsibilities in units operating under the department,

Providing necessary resources in libraries for educational support activities,
-
Organizing training and activities to enhance staff knowledge, expertise, and motivation,
-
Conducting classification, registration, and display of museum items,
-
Procuring items required for museums, libraries, and departmental activities, maintaining inventory records of materials, items, and equipment, and executing necessary financial processes,

Managing inventories of materials with inventory and fixed asset value entering museums via donation, purchase, or transfer in accordance with the “Movable Property Regulation” and relevant legislation,

Preparing accurate and regular annual statistics on museum items, visitors, exhibitions, income, etc.,

Following innovations in museology at national and international levels, developing and implementing joint projects; encouraging scientific and professional studies on museum items,
-
Taking measures to prevent damage to museum structures, items, exhibits, aesthetic integrity, and historical textures during museum activities,
-
Determining working days and hours for museums; opening museums for visits outside regular hours under staff supervision,
-
Organizing activities and exhibitions to promote national and moral values,
-
Evaluating requests, demands, and suggestions regarding departmental activities,
-
Preparing performance programs in line with the strategic plan,
-
Periodically preparing activity plans and reports,
-
Preparing budget proposals and income tariff studies,
-
Executing tasks related to matters determined by legislation,
-
Managing departmental document flow,
-
Collecting information, preparing documents, conducting research, analysis, and reporting for institutional reports and correspondence related to departmental activities,

Creating, developing, and assisting in the development of an inventory related to the city’s cultural value,

Fulfilling other tasks and instructions assigned by the Mayor and the authorized Deputy Mayor within the scope of relevant legislation,

Carrying out operations not specified in this regulation according to applicable legislation related to the Department of Libraries and Museums.
