DEPARTMENT OF URBAN TRANSFORMATION
Mission: Carry out the works and transactions within the authority and responsibility of our Municipality in accordance with Law No. 6306 on the Transformation of Areas Under Disaster Risk and relevant regulations, as well as Law No. 5393 on Municipalities, and coordinate activities with relevant institutions.
Vision: To increase the quality of life in our district by constructing sustainable and resilient buildings, offering urban transformation solutions that ensure efficient use of public resources, and shaping the future with smart city applications.
URBAN TRANSFORMATION DIRECTORATE ACTIVITIES

Prepare or have prepared long-term strategic urban plans, projects, and programs in line with higher-level strategies, objectives, and policies determined by the Mayor’s Office.

Identify urban transformation and renewal areas starting with regions carrying disaster risk within municipal boundaries, and prepare plans and implementation programs.

Ensure joint decision-making with relevant official institutions and authorized municipal bodies, and carry out all project-focused cooperation, protocols, and correspondence.

Execute or have executed all works and processes, including project and construction phases, in accordance with Law No. 6306 “On the Transformation of Areas Under Disaster Risk” and related regulations.

Determine “Urban Transformation and Development Project Areas” under Law No. 5393 and amended Law No. 5998, and execute or have executed all project and construction works necessary for implementation.

Determine “Renewal Areas” in line with Law No. 5366 and relevant regulations, prepare all legal and technical infrastructure for these areas, obtain municipal council decisions, and correspond with the relevant Ministry to obtain required Cabinet decisions.

Prepare 1/5000 scale master plans and 1/1000 scale implementation zoning plans for urban transformation purposes within district boundaries, follow up on approval processes, or ensure that the Zoning and Urban Planning Directorate prepares them.

Prepare or have prepared architectural and urban design projects in urban transformation and development areas and follow up on their approval processes.

Execute or have executed all tender procedures and supervision services for urban renewal and transformation projects, including preparation of tender files, supervision, inspection and acceptance, and final account processes.

Conduct or have conducted geological and geotechnical surveys, current status analysis, and other studies, or ensure these are carried out by the Zoning and Urban Planning Directorate.

Identify all issues within project areas, determine the rights holders, and carry out or have carried out valuation of existing properties.

Conduct or have conducted negotiation and agreement processes with rights holders in the project area according to implementation principles, and prepare contracts.

Prepare or have prepared valuation reports and mathematical sharing models to determine the economic value of the project resulting from the transformation.

Following analysis, determine the value of real estate in the project area, prepare land use maps and urban design projects, and, if necessary, obtain technical consultancy services.

Track properties acquired by the municipality through agreements, coordinate with relevant directorates for population and property evacuation, and carry out demolition processes.

If agreements cannot be reached, initiate expropriation procedures in coordination with the Real Estate Expropriation Directorate and the Legal Affairs Directorate in accordance with relevant legislation.

Inspect and control risky buildings applied to the Municipality by property owners or legal representatives within the scope of Law No. 6306 and related regulations, approve files through the Ministry’s system, issue necessary notifications, follow up on the process, and carry out correspondence with public institutions such as land registry offices.

Conduct procedures for the write-off of slum-style buildings demolished within district boundaries.
