GENERAL DEFINITION OF THE ORGANIZATION

Duties

• The Survey and Project Department is the unit that monitors the 5-year investment program prepared in accordance with the strategic plan of Keçiören Municipality Presidency in accordance with the Municipal Law No. 5393, and carries out and approves all necessary survey and project works required for the construction of all kinds of infrastructure and superstructure facilities, social facilities and building annexes planned to be implemented within this program.

• Ensuring the urban development of Keçiören District, establishing urban equipment, producing modern and applicable projects required by the era for the design of roads, squares, boulevards, parks, gardens and pedestrian roads in accordance with standards.

• Selecting the most suitable project for all kinds of facilities and structures that the Municipality wants to implement.

• Fulfilling all necessary support and completion services at this stage.

• Approving the implementation projects made or commissioned with the possibilities of the department.

• Carrying out all necessary competitions and tenders related to any project related to municipal activities.

• Establishing inspection, acceptance and other commissions, and submitting them for approval to the higher authority.

• Preparing approximate cost calculations after completing the implementation projects of the works mentioned above and submitting them to the implementing department.

• Examining and approving progress payments and final accounts related to the works mentioned above, carrying out temporary and final acceptances, and carrying out and following personnel-related insurance correspondence.

• Ensuring that the roads, boulevards, avenues, squares, and pedestrian roads in the Zoning Plans are designed in accordance with the plan conditions.

• Informing the Zoning and Urban Planning Unit with the approval of the Presidency in case any deficiencies or material errors are detected in the plans.

• Preparing transportation planning, street, square and garden lighting, pedestrian road arrangement projects in order to ease urban transportation and improve the urban aesthetic.

• Preparing necessary reports for the effective evaluation of spatial organization during planning studies and submitting them to the relevant units.

• Carrying out research, planning and coordination services related to municipal activities.

• Preparing annual budget and investment plans.

• Carrying out and having carried out all kinds of project and survey works together with domestic and foreign persons, institutions and organizations in accordance with Law No. 5393 and other relevant laws and legislation.

• Opening courses and organizing seminars for in-service training in order to ensure more efficient work performance of the department staff.

• Carrying out the accrual (payment order) of all kinds of expenditures related to its subject.

• Preparing all kinds of projects, reports and surveys requested by the Presidency.

• Preparing specifications and/or protocols for all service tenders related to its subject.

• Informing the relevant department for the elimination of matters that do not fall within the responsibility of the Survey and Project Department by nature but are understood to cause problems if implemented.

• Implementing the decisions taken by the Municipal Council and Municipal Committee regarding the department’s work in accordance with Municipal Law No. 5393.

• Following and carrying out the subjects concerning itself among the duties and authorities given to district municipalities by the Metropolitan Municipalities Law No. 5216.

• Preparing work completion, work experience and work management certificates and records of contractor companies and technical personnel working in these companies.

• Carrying out other similar duties assigned by the Presidency.
