Born on September 1, 1970, Bayram Ceyhan completed his primary, secondary, and high school education before graduating successfully from Fırat University, Faculty of Engineering, Department of Civil Engineering, where he studied between 1990 and 1994. He completed his military service as a reserve officer.
Bayram Ceyhan began his professional career in 1996 at Mehmet Çelik Group of Companies, where he served as Site Engineer, Progress Payment Specialist, Final Account and Planning Specialist, Site Chief, and Project Manager. Between 2001 and 2003, he worked as Technical Director at Tekçelik İç ve Dış Tic. İnş. San. A.Ş.
In 2003, he joined the Mass Housing Development Administration (TOKİ) of the Ministry of Environment and Urbanization, where he served for many years. He worked as Head of Department in the Tender and Acceptance Department, the Strategy Development Department, and the Monitoring and Acceptance Department. In 2009, he became Deputy Coordinator in the Migrant Housing Coordination Unit.
From 2009 to 2012, he served as an Expert in the Tender Department at TOKİ; from 2012 to 2015, he served as Chief of Staff to the Presidency; from 2015 to 2016 as Advisor to the President; and from 2016 to 2024 as an Expert in the Urban Transformation Department.
He is currently serving as Deputy Mayor of Keçiören Municipality.
